The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from different nations. Immense energy is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability provided through current data. From observation points, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, persist.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a principle well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the near future.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until situations evolve in its favour.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
